출애굽기18:21
또 그대는 온 백성 가운데서 능력 있는 자들 곧 하나님을 두려워하고 진실하며 탐욕을 미워하는 자들을 예비하고
그들을 백성 위에 세워 천 명의 치리자와 백 명의 치리자와 쉰 명의 치리자와 열 명의 치리자로 삼아
Éxodo 18:21
Además escoge tú de entre todo el pueblo varones de virtud, temerosos de Dios,
varones de verdad, que aborrezcan la avaricia; y ponlos sobre el pueblo por jefes de millares,
de centenas, de cincuenta y de diez.

Moreover thou shalt provide out of all the people able men, such as fear God, men of truth,
hating covetousness; and place such over them, to be rulers of thousands,
and rulers of hundreds, rulers of fifties, and rulers of tens:
